of nations and peoples in favor of new politico-societal associations. It is time to experiment locally and
then show the world the path to follow.

Saving the Mediterranean area, starting with southern European countries

The multifunctional cities within the LE PAPILLON SOURCE Mediterranean societal consortium serve
as tools for a massive educational process through individual and collective experimentation. Their role
is to spark a new movement of thought that will lead to a generalized movement of co-creation and a
major societal transformation throughout the Mediterranean region.

Features of the Mediterranean Societal Union

The Mediterranean Societal Union will be fully decentralized and entirely transverse, as it will not be an
intergovernmental organization but rather one uniting sovereign peoples under a shared goal of
empowerment, sovereignty, a return to fundamental values, unity, peace, and prosperity.

A new type of regulation is required. Is international regulation possible without an international state?
Yes. Such regulation would rely on a novel kind of social contract with a unique value system. This

imprinted in human consciousness. It would be based on individual consent, binding those who accept

It is possible simply because all cultures possess traditions of human dignity, tolerance, reason, and
public deliberation.

Convincing states and peoples to adopt an alternative multilateral framework

How can a global civil society persuade states and their peoples to adopt a multilateral framework to
address critical issues? There is no alternative but to establish a global set of rules based on ethics.

The Key to Success: Local Experimentation: The only way to achieve mass consent is to focus
on localized experimentation in real-time by actors within each territory worldwide. These
experiences must then be widely shared using a powerful distributed information system, such
as blockchain technology.

But what should we actually experiment with?

The goal is simply to experiment with the tangible benefits that these ethical rules could bring to
territories. This involves gaining insights from local samples of more balanced, sustainable, and
equitable socio-political, economic, and behavioral models, as well as experimenting with spirituality at
the core of local economies and governance. This would inevitably foster collective action within
societies by unveiling an ever-growing number of positive change-makers. Ultimately, it would enable a
transformative education powerful enough to propagate these positive movements of thought and cocreation beyond the borders of the territories involved.

The foundation of a social contract through EL4DEV’s progress dynamics

The territorial dynamics initiated by the EL4DEV program are unique because they take into account the
specific socio-economic and cultural characteristics of each region. These dynamics begin as highly
participatory, experience-based projects and quickly become viral through the use of information
technologies.
The numerous territorial civic implications (referred to as singular territorial dynamics) are
interconnected like pieces of a giant puzzle through an ingenious application mechanism powered by a
powerful catalyst: EL4DEV’s "Big Smart Data." Together, they will form a modular, highly scalable, and
adaptable structure. From this, a true global civil society will emerge in prototype form—arising in ways
no one anticipated.
The rules for exchange and global governance would ultimately be defined in a highly participatory
manner within the social contract, based on mass consent. Only through this consent can the muchenvisioned global civil society—often dismissed as utopian—be realized. In essence, the social contract
